The Director of Program Management manages large scale IT projects that support USAP stakeholders such as Revenue Cycle, Clinical operations, Finance and HR, using standard project management methodology and processes. Manages project teams, creates project objectives, and plans to deliver quality solutions on time and within budget. Manages the tactical aspects of engagements and mitigates any risk. This includes reviewing and managing high-level deliverables within and across business units, performing project reviews and ensuring project management best practices take place for all engagements. Works closely with IT and business decision makers in other departments to identify, recommend, develop, implement, and support cost-effective business solutions.

 

Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks vendor deliverables. Provides technical and analytical guidance to project team. Recommends course of action to direct the analysis and solutions of risks and problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation)


• In conjunction with IT Solution Managers, responsible for capturing requirements definition, creating project scope, and obtaining scope approval.
• Responsible for creating project plans, resource plans and project cost estimates.
• Supports solution managers and business stakeholders in project business case development.
• Ensures that all project requests are aligned with organizational goals and strategic plan.
• Resolves ambiguities in project requirements and gains consensus from project team members.
• Coordinates project efforts and activities to achieve agreed timelines and budgets.
• Works closely with technical team to best align resources with business needs.
• Dotted line reporting to VP of Project Management Office to ensure PMO best practices are adhered to.
• Understands and coordinates activities with and between multiple internal departments including HR, Finance, IT, and others.
• Produces accurate and complete project documentation including but not limited to: Requirements definition, scope documents, statements of work, project schedules, communication plan, staffing plans and requests, status reports, issue logs, test plans and test plan results, and project budgets.
• Consults with management and reviews project proposals to determine goals, time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of resources.
• Develops project plans specifying goals, strategy, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
• Formulates and defines technical scope and objectives of project.
• Assigns duties, responsibilities, and scope of authority to project personnel.
• Directs and coordinates activities of project personnel to ensure project progresses on schedule and within budget.
• With PMO, establishes standards and procedures for project reporting and documentation.
• Prepares project status reports and keeps management, clients, and others informed of project status and related issues.
• Confers with project personnel to provide technical advice and resolve problems.
• Coordinates and responds to requests for changes from original specifications, manages and implements change control processes.
• Monitors project results against technical specifications.
• Ensures quality assurance test plans are created and executed.
• Coordinates design and review sessions with technical and business staffs.
• Manages multiple projects using formal project planning techniques, including development of budgets to successfully support each project.
• Directs the activities of on-site and off-site consultants.
• Other duties, as assigned

Qualifications

KNOWLEDGE/SKILLS/ABILITIES (KSAs):


• Bachelor's degree required, applied science or related field is preferred.
• PMP certification is an asset, not required.
• 7+ years experience in project management, requirements definition and/or deployment of business requirements to information systems including demonstrated leadership skills.
• Experience with Healthcare IT strongly preferred
• Advanced knowledge of building system solutions or business applications.
• Very strong writing, negotiation and presentation skills.
• Collaborative, customer-focused and able to create visible value.
• Experience with intra-department projects as well as projects with sponsors external to IT is required.
• Extensive knowledge of cost and budgetary controls procedures.
• Demonstrated skill in the successful completion of multiple, simultaneous and rapidly emergent tasks.
• Demonstrated ability to quickly learn new technologies.
• Ability to plan for IT projects, including planning for cost, personnel and equipment needs.
• Ability to write reports, business correspondence, and procedure manuals.
• Ability to effectively present information and respond to questions from executives, managers, clients, and customers
• Effective oral, written and interpersonal communication skills.
• Ability to read, write, and speak English
